Co-opt the dialogue&#039;s terms back. Push that word -- transformation -- far and wide, until it&#039;s the one everyone is using in the town halls, etc.</description>

And to cut out all the extra crap - no bill can be more than 20 pages long.  There isn&#039;t ANY single issue that can&#039;t be explained in 20 pages of NORMAL English.  If there is &quot;more&quot; needed, then split it out and put it in it&#039;s own bill, because 99.9% of the time it&#039;s not related to what the bill is &quot;suppose to be&quot; about.  

You shouldn&#039;t need a lawyer, scholar, thesaurus and working knowledge of the Latin language to have to &quot;figure out&quot; what something that Congress is voting on says.  It&#039;s lawyers using lawyerspeak to keep lawyers in business.</description>
